scrolling does not work???

I bought a Dell Inspiron with the following specs and scrolling does not work. This is immensely frustrating. I have used macs for years and don't know the ins and outs of windows. Any help is greatly appreciated. Thank you, Inspiron 17R - 5720

Trying to run Win2003 SBS recovery but get "setup did not find any hard disk drives installed in your computer"

I have a poweredge 1950 with Windows 2003 SBS on it that will not boot. It gives the NTDETECT Failed error. I try to boot with an install disk so I can run recovery, but I get the message "setup did not find any hard disk drives installed in your computer".
