...download the driver from Dell Support? You'd have to fake it out by entering a model that offers the Bluetooth 410 module- a Latitude E6400 or E6500 would work. Here's a link to download- http://support.dell.com/support/downloads...

I'm having the same issues described above by others and can't seem to find any documentation to fix this issue. The Bluetooth on my Dell Latitude E6400 is completely useless at this point. Any help would be greatly appreciated.
I am having the same problem with a Latitude E6400, 370 card. I download the driver, unzip it and run setup. I get a dialog box that says "Activate bluetooth using Fn+F2 or Radio On/Off Switch" So did you get past this hurdle? Cheers Kilgore
Under Settings->Connected Devices have you tried the "Add a device"? option to see if it shows there? I had a similar issue with a Bluetooth mouse that wouldn't pair. I had to delete it from the Bluetooth device list and then add it with the Add a Device option.
Hi, Welcome to the Community. On the Latitude E6400 there is a wireless switch that you need to turn on, towards the right side of the laptop. Check the below image on number 4. Thank you.
Oops, forgot to mention that the BT indicator light is not necessarily on after this. There is some other problem about that which I cannot resolve yet. However, BT tray icon is available to confirm it is on. Also, forget the FN+F2 thing - that will never work on E6400.

Found it. Also, Dell sells E6400s with Windows 7 so I am sure they support the OS. When I talked to support they said they said something similar but I think they meant they don't support customer installed OSes. Regardless it seems to me like it is another design flaw.
