The issue is that once Windows shuts down, the machine itself will stay powered up, and won't shut down completely, or won't restart when I select restart, and I need to hit the power button in order to get the machine to power down.

When cool laptop boots up the cooling fun does not work and it is ok. But after about 30-50 minutes of usage (on 0% of processor utilization on average) it turns on cooler and speeds to ~2600RPM. The problem is that it never slows down.

I am trying to enable the Wake-on-LAN (WOL) functionality on my XPS L521X laptop. There is nothing like that in the BIOS and when I go to the network adapter's Properties->Power Management in the Device Manager (Win 7 x64) the allow WOL option is grayed out.
