When I switch on last couple of days, I can hear the hard drive (?) motor(?) / fan sound rising and falling like a siren, as if the pc is trying to boot but is unable. The monitor remains in darkness.

I am getting conflicting advice on upgrading my bios. Some say, if it isnt broke, dont fix it. Others say I should upgrade the bios as soon as it becomes available. Which is true? My computer is a XPS 8300 purchased last December. I see that a bios update is available.
